This applies only to combat within the werewolf game if your Garou gets involved in a fight with someone else's vampire or something, regular site rules reflecting such things apply, rather than werewolf-specific lethality. This does not mean that death is a guarantee it might not even be probable. To reflect this, combat situations in Werewolf are going to be lethal what this means is that if your character is in a fight, he stands the chance of not making it out alive. Their most famous heroes are those men and women (and wolves and whatever the hell Metis are) that have stood in the face of death. Werewolf is a game about savage hunters and killers waging a war against an entity that wants to destroy the world. I might consider some homebrew fetishes, but for the most part, it needs to be in a book or on this site to be approved, and some things in older books will be turned down. Some are homebrew, some are houseruled, some are outdated. Note: There are DOZENS of sites that have re-printed Gifts, Totems, Fetishes, and Rites. ALL Backgrounds ultimately require some level of justification to raise, and some can be raised through roleplay without the use of XP, per ST call. The following backgrounds require scenes or some form of justification from roleplay or journals: Ancestors, Kinfolk, Mentor, Numen, and Spirit Network. The following backgrounds cannot be raised: Fetish (fetishes are gained through IC actions after character creation), Pure Breed (you are what you are), Rites (it's really a CC-only background), Sept Status (can only be raised through play), and Spirit Heritage (again, you are what you are). Some Backgrounds and Merits cannot be raised or added (and some Flaws removed) without either unusual circumstances or great effort, and some cannot be added or removed at all. Generally, the more unusual, rare, or powerful a request is, the more that needs to be done for it.
